Functions
- Providing building permission within Municipal Area.
- Dealing with unauthorized constructions on Government Land and other sorts of lands.
On an average
the department receives 10-15 applications regarding renewal, notices and permission for
building construction on a daily basis and it clears approximately 5-6 applications per
day.

PROCEDURES APPLIED FOR OBTAINING BUILDING PERMISSION
Every person who intends to
erect or re-erect, or any alteration or addition of a house/building should submit an
application along with 5(five) copies (in case of private land and 7 copies in case of
Government land) of site-cum-building plans duly recommended by the headman of the
locality in both i.e application & plans.
The application for building
permission is to be accompanied by :-
- In case of additional building, extension :-
Holding No & Ward No to be mentioned.
- In case of new building :- The documentary evidence such as Registered Sale Deed, Gift
Deed, etc. Mutation order in case of Government land to prove the right and title over the
land.
In case of R.C.C. building of more than two
storeyed:-
The seismic force
certificate from the competent authority to prove that the building can resist the seismic
force of the region.
In case the
building facing towards the P.W.D. Road, the N.O.C. from P.W.D. (Roads) be enclosed.
In case of
Private Land, the applicant should apply for permission to the C.E.O.
In case of
Government Land the applicant should be sent through the Deputy Commissioner, East Khasi
Hills.
GENERAL SPECIFICATION
The
site-cum-building plan of the land showing and furnishing the followings:-
The Front Elevation, cross section, Layout Plan Structural Design in a
suitable scale.
(a) The position of the site in relation to a main road or street in the
locality (i.e. exact distances)
(b) The boundaries of the site with dimensions and names of the owners of the adjoining
compound.
(c) The existing buildings (in black ink) standing on the site.
(d) The position of privies, drains, stables, cattle-sheds(cow, horse, etc.) if any.
(e) The position of the proposed building (in red ink) in relation to the boundaries of
the site, adjacent buildings, privies and premises i.e exact distance.
(f) The line of frontpage with the neighbouring buildings if building is on the road.
(g) Space to be left around the building to secure free circulation of air, admission of
light and access for scavenging purposes.
(h) The position and size of the rooms, doors and windows and
(i) The privy provided or to be provided for use of the occupants of the building.
Full information as to the following particulars:-
(i) The materials to be used for roofing & flooring.
(ii) The number of storeys and height of wall of each storey.
(iii) The manner in which the house drainage and the surface drainage of the land will be
disposed of.
(iv) The purpose for which it is intended to use the building.
(v) The total area covered by the existing building and the proposed ones.
(vi) The total area of the site.
(vii) The Municipal Holding No.
(viii) The cost of the proposed erection.
