How to obtain Birth and Death Certificates?

Applicant can either apply online or download the birth and death certificates from the website or she/he can visit, collect, fill up and submit the form in Birth & Death department at SMB office

What is to be done incase of garbage not being collected or community bin is found overflowing?

You can register your complain to Health and Sanitation department by making a phone call or by submitting a written complain to the department. The garbage shall be collected within 24 hours on receiving the complaint regarding non collection of garbage.

What is the frequency of garbage collection from commercial and residential areas?

Garbage is collected from the Commercial areas everyday regularly including Sunday and Festive Holidays. In residential areas it is lifted on alternate day generally.

What is to be done if garbage is being burned?

Garbage is not allowed to burn by SMB as per directive of Meghalaya State Pollution Control Board, Shillong. If any burning of garbage is noticed by the Municipal staff, the garbage is lifted within 12 hours after dousing the fire from the area.

What is to be done incase of lifting of debris from building material?

Debris is not allowed to dump in dustbins or spots by SMB. The debris should be disposed of by the party/contractors etc by engaging their own means of transport within 24 hours. However they will be asked to obtain permission from this office to dispose it off at the trenching ground Marten Mawiong on payment basis.

What is to be done incase the roads are not swept and public toilets are not cleaned?

You can register your complain to Health and Sanitation department by making a phone call or by submitting a written complain to the department. Sweeping of road and cleaning of the toilet is arranged within 24 hours on receiving the complaint positively.

What is to be done if I want to clean my septic tank?

You can register your request to Health and Sanitation department by making a phone call or by personal approach. Cleaning of Septic tank is done in and outside Municipal area within 24 hours on payment basis @ Rs.4500/- (inside municipal area)and Rs.7000/- (upto GSPA) and Rs 9000/- (Surrounding areas outside GSPA ) per trip respectively by the cess pool cleaner.

Is there a provision of garbage collection from private premises? if yes, then what is the process?

Yes there is a provision through formal application to the SMB. Garbage is collected from private premises within and outside Municipal area @ Rs.2200/-(within municipal area) and Rs.2700/-(outside municipal area) per trip respectively on regular basis. Complaints are attended within 24 hours regarding non-collection of garbage.

What is to be done incase of Bio-medical waste to be collected from hospitals/nursing homes/Clinic/Laboratory etc ?

Applicant has to formally submit an application to the department. Bio-medical waste is collected from hospitals and nursing homes on payment basis @ Rs.2/- per bed per day. For Clinic and laboratory waste, the charges vary from Rs.500/- to Rs.5000/- depending on the Volume of waste. Further, SMB is having a bio-medical waste collection vehicle designed as per the provisions of BMW (Management & Handling) Rules 1998. BMW collected by this special vehicle is incinerated at BMW treatment plant at Marten Mawiong. Complaints regarding non-collection of Bio-medical waste shall be attended within 24 hours.

What is to be done incase of drain choke off or to be cleaned?

You can register your request to Health and Sanitation department by making a phone call or by personal approach and lodge a complaint and the complain shall be attended on priority basis.

What is to be done for removal of carcasses?

A complaint has be lodged at Health and Sanitation department by making a phone call or by personal approach and the complain shall be attended within 24 hours

What is to be done if animal (dogs, cattles etc.) creates nuisance?

You can lodge you complain through call or by personal approach to Health and Sanitation Department and complain shall be attended within 24 hours.

What is done incase of flooding in lowline areas?

You can register your request to Health and Sanitation department by making a phone call or by personal approach and the complain shall be attended ly.

What is the process for allotment of a stall?

Applicant has to submit the form for allotment of stalls to be supported by the Residential Certificate and EPIC. However, considerations shall be made depending on the availability of vacant stalls.

What is the process to have a license for commercial establishment?

Applicant has to submit the application in the prescribed form duly counter signed by the house owner and supported by the documents like nationality certificate, municipal tax pay receipt and rough sketch of the location of the shop.

How to bid for the Public toilets, Parking places/lots?

Open tenders are generally invited and the comparative statement of all the tenders are being sent to Government for approval.

What is an annual fee for the above mentioned licenses?

The fee varies for different types of trades. The fee chart is given here

How much time is taken to obtain the trade license?

The time taken for obtaining the trade license from the date of submission of complete application is 7-10 days

How to obtain a dog tag?

Applicant should submit the anti-rabies certificate of the current year to the license department and payment of INR 100/- per tag. Time taken to the obtain the tag is 15 mins from the time of submission of the anti-rabies certificate


How and when to pay my property taxes?

Tax can be payed at the collection counters situated in the office of the SMB and can be payed either for a full year or for a quarter. It is advisable to pay the tax before the start of the financial year i.e. before 1st april of every year to avail the rebate of 5%

How the Assessment of Holding for property Tax is done?

Assessment of Municipal Tax is made as per the provision of the Meghalaya Municipal Act 1973 and the Meghalaya Assessment of ARV of Holding Rules 2004 and on the basis of unit area value and rates recommended by Valuation Committee and approved by the Government.

What are the concessions provided?

These are the following concession provided.

  • When the holding is self occupied the ARV is calculated at 25% less of the actual amount.
  • If the holding is uses exclusively as place of worship all taxes with the exception of lighting Tax are exempted.
  • If advance payment is made, a rebate of 5% is entitled.
What is the penalty incase of late payment?

Penalty for late payment is 3.125% of the amount due.

What is the rebate for the timely payment?

There is a rebate of 5%, if the tax is payed before the start of the quarter for which it is due

How do I apply for a mutation of the holding?

Step1: Submission of the applications in a prescribed forms supported by the following documents.

  • Registered Sale Deed.
  • Registered Deed of Declaration.
  • Registered Deed of Gift.
  • No Objection Certificate from the family members of the previous owner/donor.
  • Self declaration format.
  • Self declaration format.

Step2: Issue of 1(one) month Public notice inviting claims and objection.

Step3: If no claim and objection are received, applicant will be asked to pay the Mutation fee as per the following rates.

  • Rs. 1500/- for residential holdings.
  • Rs. 3000/- for commercial holdings.

How to obtain a water connection?

By submitting an application in the prescribed form and duly recommended by the Headman/Rangbah Shnong. Also supported with the receipt of up to date tax payed. Time taken to the obtain the connection could be within 1-2 weeks from the date of submission of complete application.

What is to be done if a household is not getting enough water, No Water, Bad quality water or if there are any pipe leakages?

You can register your complain to the water works department by making a phone call or by submitting a written complain to the department. The time taken to resolve the issue is 24 hours provided there is a breakdown in the individual distribution system/pipe connection. However, If there is a breakdown in the main transmission lines then the same might take around 2-3 days.

How to obtain water through water tankers?

In case of request of water tankers, the service is provided within 12 hours of the request. The applicant has to make a make application in the prescribed form and pay the fees as follows.

How to obtain the USEP form?

Applicant can either download the USEP form from the website or she/he can visit, collect, fill up and submit the form in UPA department at SMB office

What should be the educational qualification of beneficiaries? Maximum qualification?

Up to class Nine passed as per guideline. In the Revised guideline of SJSRY no minimum or maximum educational qualification is prescribed
